Nope, Accents is the prep/JV women's choir; Descant's is the varsity women's choir. They must have gone ahead and put both in the draw. Accents are pretty good, certainly nothing to sneeze at. I've definitely seen many varsity women's choirs at other schools that Accents could outperform any day.

I think this order could be completely wrong because who knows with ISSMA.
It's not very popular because judging has been extremely wonky in the past and frankly I don't blame choirs for getting tired of it. That being said, I feel like the only way to make the ISSMA system better is to bring participation of the best groups back up. It's hard to have a real Large school champion when Carmel and Zionsville don't compete and it's equally hard to have a Small school champion when Norwell, Luers, and even South Dearborn sit it out. However, I don't blame anyone for that but ISSMA for not training judges properly with how to use the sheets.
This conversation is sort of happening in the Small School discussion as well. As Patrick said, there are various ISSMA-qualifying events throughout the competitive season in Indiana. Choirs that are interested in participating in ISSMA State have to apply by sending their scores to ISSMA and it appears that ISSMA takes the Top 9 scores for state finalists.
As you can see, though, it doesn't appear to be overly popular. Carmel isn't attending, Zionsville is attending Lebanon in Ohio instead, and Shelbyville is hosting a competition the same weekend as ISSMA which will have Pike, Center Grove, Huntington North, and Lawrence Central (among others).
