Here is the specific updated bylaw. Scotty listed one that is close, but was updated last year.
Section 17. Middle School and High School will perform in the same Hall if time permits. Performance groups will go as follows: Middle School, Non Mixed, Festival Class, Championship. From these groups performance times will be set according to riser configuration (lowest to highest). Choirs whose directors do not meet all deadlines may be disqualified or are assigned morning performances times.
To expand on this section for those who are asking. Groups but in categories based on division (ex. middle, festival, etc) then in categories based on riser setup (3 sets of 4 risers acrosse, etc). From those categories, times slots are drawn out of a hat.

As far as I know, States is (and always has been) essentially a random assignment, but also based on riser set up...
Perhaps Mr. Kincaid can shed some light on all the intricacies.
This is gonna be a tough year. It could be Poca, Hurricane, Nitro, or Martinsburg. I am Hoping between Hurricane and Martinsburg :D There shows just seem more solid. But I would also like to see Nitro or Poca win. Its gonna be tough, everyone just has to bring it that day.
