I'm new to this and I do have a technical question- should there be a penalty or something like that for a team that goes over the time limit? Just wondering.
Typically, yes, there is a penalty for going over the time limit, but each competition varies.

Points wise... Eisenhower was 4 points ahead after finals.
Actually Jorge, I think you got some wrong info. After finals, EEE was .4 behind. It was close, but they were not ahead points wise at the end of the competition.
For the past several years, FAME has gone to the majority rules judging format. Simply put, if the majority of judges has a group in 1st place, they will win regardless of scores. In this way, one judge can't have an unbalanced effect on the overall panel's decision. Lots of contests are going to this format. It's somewhat similar to the idea of converting scores to rankings and figuring it that way as many Iowa competitions are now doing. My understanding is that all but one judge had Spanish Fork in first. I could be inaccuarate about that, but I know for a fact that it was a majority (either 3 out of 5, or 4 out of 5).
A case in point as to why this system works played out at a contest I judged MANY years ago (probably 6 or 7). There were 5 judges, and 4 of us had the same group in 1st place by anywhere from 2 to 5 points, for a total spread of around a 15-point lead. The fifth judge had a different group in 1st place, THIRTY-FIVE points ahead. This actually dropped the group that truly deserved to win the championship down to 2nd, and only 1 point ahead of 3rd. Spanish fork's theme this year was originally 'visions', but as more planning happened, we decided that more than a theme, ambassadors were sending out a message to a better world. "change a heart, change the world" seemed to better interpret the meaning of the show, and so it sticked as the theme for the year.

yeah, i remember that, GAsax ... that year's states was probably the best that i can remember, or maybe even my senior year in 06 when Hurricane and St. Albans tied and we (Poca) were 4 pts behind them
