It looks like all placements were determined by the Overall Ordinal Consensus. Sum of Ranks is the 1st tiebreaker. Overall Score is the 2nd tiebreaker. Vocals 3rd tiebreak and Visuals 4th tiebreak.
Waconia: 2 2 1 (wins tiebreaker over CR Washington and Onalaska)
CR Washington: 1 3 3 (wins tiebreaker over Sauk Prairie and Onalaska)

As you can see, there was no real consensus. What a crazy competition!!!
If I had to guess, I would assume the penalties were divided equally and applied to each judge’s scores. So, Onalaska Express had a 45 pt penalty, so 15 pts were subtracted from each judge’s score for them, etc. That would explain why each judge had a different first place, but the grand total points had Waconia way out in front, and why all the judges scored Onalaska Express near the bottom of their rankings, but the grand total points placed them ahead of all the other mixed prep groups. However, the overall placement scoring was then based on the judges rankings, so the grand total points were only used for tiebreakers.
I'm not 100% sure how the penalties worked. 15 points per minute, so potentially the penalty was divided by 3 and then that amount of points was subtracted from each judge to make the new rank.
If so, it does seem like Waconia's penalties actually pushed CR Wash into a 3-way tie in prelims, instead of Onalaska getting 2nd 2 judges to 1 over Wash. Assuming the addition of 5 points to each of Waconia's totals.
Therefore, you would add 10 points for both Mayville and Neenah. I BELIEVE, if you add 10 points to Neenah's scores, they would've had both Anne and Kym put them above Reedsburg, so they would've been the 6th finalist, by winning the tiebreaker over Reedsburg by having 19 ranking points. Don't quote me. This is an assumption based on the analysis I'm doing today.
If this is the case, then Express was docked 15 points from each judge, knocking them from 1st in prep.
